Description

This inaugural CLE program explores the legal, social, and political challenges involved in developing and sustaining effective civilian oversight boards and agencies. It will examine the legal protections afforded to law enforcement officers that oversight bodies must navigate, and how those frameworks influence the scope and conduct of investigations into alleged misconduct.

The program will also address how oversight agencies manage community expectations, promote confidence in policing, and balance fairness with careful, objective decision-making in the review process. In addition, it will consider the political and institutional obstacles these entities face, including budgetary limitations and competing governmental priorities.

These issues carry broad relevance across legal practice areas. Accordingly, the program will provide attorneys with a practical, working understanding of civilian oversight and its role within the larger legal and public policy landscape.
